whenever something big happens, like serial murder, terrorism, etc. anything that attracts enough attention/causes enough discomfort that the perp hasn't been found...
The States need to uphold their image of power and efficiency in terms of public safety (why else pay taxes?), but they haven't been able to find the killer. public anxiety is on the rise. If the perp isn't found, doubt will ensue. The States have to hire a scapegoat. they pull someone from this pool of actors to portray the suspected perpetrator. There's a trial and all that jazz, dude is "convicted" and everyone goes home happy.
